How Is Your Housing Authority Doing with Accessible Public Housing Units?=20

One Public Housing Authority and one Center for Independent Living have=20
recently reached a terrific written agreement to increase the number of acce=
ssible=20
public housing units.  As many of you know, since 1988 HUD has required each=
=20
Housing Authority to have "a minimum" of five percent of its total units ful=
ly=20
accessible for persons with mobility and physical impairments (i.e., in=20
compliance with the Uniform Federal Accessibility Standards) and another one=
 percent=20
accessible for hearing impairments and for visual impairments.

Specifically, after more than two years of negotiating, Access Center for=20
Independent Living and the Dayton (Ohio) Public Housing Authority have reach=
ed a=20
written agreement and entered a "partnership."   In it, the HA agreed :

1.  to allocate $2.8 million to make 29 units fully accessible by 2007;
2.  to allocate funds to bring another 73 units "into full compliance;"
3.  over the next five years, to build or convert at least 18 additional=20
units;
4.  to "work in partnership" with ACIL to ensure that the HA is properly=20
housing persons' with disabilities;
5.  "to =E2=80=98overhouse' clients in order to maximize the use of accessib=
le=20
features for an applicant with a disability who needs an accessible unit;"
6.  to ensure that nondisabled persons residing in accessible units are=20
transferred so that disabled people can reside in the accessible units;=20
7.  to acknowledge that "ACIL was critical to the development" of the HA s'=20
"recently completed Section 504 Transition Plan that addresses the needs of=20
residents and applicants with disabilities " and
    8.  For PERSONS WITH DISABILITIES IN NURSING HOMES WILL BE CONSIDERED AS=
=20
HOMELESS, AND THEREFORE ARE AT THE TOP OF THE PREFERENCE/PRIORITY LIST.=20
